Either for Property & Financial Affairs or Health & Welfare, these documents appoint Attorneys to act on your behalf when you have lost capacity to act OR (for Property and Financial Affairs) in the event that you no longer wish to deal with these yourself. These documents need to be registered with the Office of the Public Guardian before they can be used by an Attorney.
A short document which is used for a very specific purpose or period of time, and can only be used whilst the Donor has mental capacity.
These existed before LPAs and can still be used but no longer created. Similarly to Property and Financial LPAs, these documents can be used when you have lost capacity or in the event that you no longer wish to deal with your own affairs, however they only need to be registered with the Office of the Public Guardian when the Donor loses capacity.
A Power of Attorney document, whether EPA or LPA, gives someone of your choice the ability to act on your behalf and to make decisions for you as your Attorney. This can be in relation to your health and welfare decisions or in relation to your property and financial affairs. The document remains valid if you lose capacity to deal with your affairs yourself, and allows your Attorneys to act for you if you cannot act yourself.

Yes they are, however you cannot make a new one any more. New Power of Attorney documents are called Lasting Powers of Attorney (LPA) and are more flexible.
An EPA document names the people you wish to make your Attorneys, and these Attorneys can make decisions regarding your financial affairs and property. However, they do not allow your Attorneys to make decisions for you regarding your health and welfare. The document continues to be valid once you have lost mental capacity to deal with your own affairs.
An EPA document does not allow your Attorneys to make care, health and welfare decisions on your behalf – these decisions should be covered under a separate Lasting Power of Attorney (LPA) for Health & Welfare.
